On the market? You can't. Only special quality items (Vintage, Unusual, etc.) can be sold on the market.
In game though, it can be used in trades. You have to be a premium player in order to trade, though.

You are not able to sell scrap metal to the community market. If you look at your tags for a weapon, it will say, "Marketable" or "Not Marketable"
