2-3 years and still no party hat and noise maker

I have played in 2 or 3 TF2 birthdays now and still have not recieved my party hat and noise maker.

Before people ask, no I have not gotten it and deleted it, or anything else such as that. I simply have yet to recieve the drop.

So, do I have to sacrifice the blood of an innocent to High-Lord Gabe Newell or something, and if so what is the recommend sacrificial lamb.

Huh. I got a party hat and noise maker on my second account yesterday no problem. I wasn't even expecting it.

Just start up the game every day until TF2's birthday in October until you get it.

You just need to enter the game at 23 august. If you didn't get it for just entering a game and playing some servers at 23th august, then you are... loser.
Not a big loss, though.

started playing the game in 2011, it's 2014 now, I've played in at least 2 birthdays for sure, that being this year and last year, what does playtime have to do with anything

You only get it on TF's birthday not TF2's. TF's birthday is aug. 23 and tf2's is oct. 10. It seems only that the birthday of the TF series is celebrated and not necessarily TF(2).
