level 1 = can only repair 1 building
level 2 = can only repair 2 buildings
level 3 = can only repair 3 buildings

Essentially it's "on demand Pyrobuddy". It can reduce the damage buildings take, and it can slow Sapper speed and halve its health, as well making distinctive noises to warn friendly players of the danger. As a downside, it's not as intelligent as a legitimate Pyro, cannot fulfil the role of sapper removal nor projectile deflection, and it has no real way of attacking an enemy.
They can't replace the sentry, and replacing 'spencer or tele would make you less supportive to the team.
Then that would be OP and more boring for the engineer..
