Guessing it's more practical and hygienic?

Clean water probably isn't all that easy to get so it must be harder to wash hair, plus in such a dangerous world you don't want it getting into your eyes or giving an opponent something to grab your head by.

It's not as pleasing aethetically, but it adds some realism.

Additionally, this being a video game, it's probably much easier. Hair is notoriously difficult to do in games. The setting gives them a good excuse to avoid it.

I'm sure they keep it cut low for ease of cleaning and to better be rid of head lice. I'm sure it was a problem during tis time.

Short hair is easier to model, and you don't have to spend a lot of time animating it.

It's a matter of hygiene probably.. Note that most male characters are short haired as well xd

i think thats because of hygiene.

It's probably more to do with modelling and rendering in game than anything else. Hair is one of those things that always looks bad in game unless it's very short.

it would be great if they could make the hair flow, almost like real hair though. Like in the Resident Evil Toons. :)

In the Metro setting, disease would be the one of the reasons they all wearing short hair. Lack of clean water in order to keep it clean and other reasons are taken into consideration as well. Like I mentioned above, Lice carries disease and if it's spread, more would likely be infected so, keeping the hair short on women and practially no hair for the men, makes for lesser spread of disease.

AFAIK it would cause hair to fall off from the base, not shorten it or stunt its growth. You might see people with no hair, or sparser (but normal-length) hair, but I don't think short hair could be a result of radiation... at least not unless they specifically got exposed, lost their hair and then started growing new hair.

From a fictional setting perspective, hygiene is the most likely reason.
From a computer game design perspective... long 3D hair is hard to do.
