I think MANY more PC games should have co-op than what actually does have co-op. And they KNOW the majority of people would use and enjoy co-op vs single player. But they don't. Why? Because whoever was going to buy the game will buy the game anyways.

But they can create a addon for game on steam like addon cost's like 5$ or more. But i don't know why they don't.

I'm not that far into the game but I don't think co-op would make sense within the context of the game's story. It would really take away from the suspense too, not to mention affect the overall mechanics. I don't think the issue is a matter of money or time or lazyness, I think it was a design choice made by the devs. This game was given away for FREE (which is how I got my copy) in order to promote Last Light.

Would Co-op be cool? Sure I guess. Would it make sense for Metro 2033? Not really, IMHO

I don't know if co-op, but they could make some kind of multiplayer for sure.
Greetings from Slovakia by the way :D
