Tenía ese mismo problema pero lo pude solucionar.
Generalmente, con reiniciar la PC se soluciona el problema.

Si después de reiniciar no se soluciona, ve a:
C:\Program Files (x86)\Steam\steamapps\common\Metro 2033\install ahí encontrarás el instalador del physx. Le das para que se desinstale, reinicias, vuelves y le das para que se instale, reinicias una vez más y ya.
Así me funcionó a mi.

Go to C:\Program Files (x86)\Steam\steamapps\common\Metro 2033\install
1) Unistall physx and reboot
2) Install physx and reboot
That should correct the prob.

If not...
Go to microsoft and look for the latest install of directx 11, update it and reboot.
