Report a translation problem
Somehow the PhysX gets messed up and Metro won't run. This fixes it, and can be done in five minutes.

and add for Program files(x86))\Steam\SteamApps\common\Metro 2033
I did what you said Tiny Trees and after one failed launch that crashed, the game is crashing because of a failed executable. It says Metro 2033 Executable stopped working.
I am also experiencing the same problem as you have described, even after trying the supplied fixes. Right now I am redownloading/reinstalling the game again. Will let you know what happens.
1. download and install the latest version of physx
found here: http://www.nvidia.com/object/physx-9.13.1220-driver.html
2. copy all newly installed.dll files from the physx folder
found here: C:\Program Files (x86)\NVIDIA Corporation\PhysX\Common
3. paste physx .dll files to windows system folder
found here: C:\Windows\system
4. enjoy!
I did this on a fresh install. Sounds like you still have the .dll files in the metro application folder(as suggested by a previous post), try deleting those and following the steps.
