[bug] Relocating fleets return to their original location once they reached its new system
Has anyone else noticed this? This says it all, if you provide an order to relocate, the fleet arrives at its new system, but then the turn after that the fleet decides to return to the system of origin.

If your fleet heads to a system that doesn't have the capability to maintain that fleet, it will return to the original system. Maybe that is your problem? Sending fleets to be rebased at "undeveloped" systems.

Worlds without a naval station can only support fleets of up to 5 ships I think...

Basically build naval stations at all your systems and leave them at teir 1 unless it's a vital system you want to defend :D

its 6 and not just vital to defend systems but centeral ones where you want to house large numbers of active fleets.
