Are there plans to translate into other languages?
For example in the "steamapps\common\Sword of the Stars II\assets\base\locale\" is a directory "ru", but all the files in it contains lines in English.

Yes we are currently working with translators to get out localzation for some languages. Others will be opened up for community to fill out.

I dont have the list to languages that will be supported with me.

I think many players are waiting for this language patch since the release of the game:)

The german translation is not only cruelsome and partly wrong, but the layout of the buttons is also not compatible with the length of german words :)

Also there is no Steam-Switch to change the language.

For everybody who wants to play the game in english, edit the file
C:\Program Files (x86)\Steam\steamapps\common\Sword of the Stars II\bin\x86\sots2.exe.config
search for

<setting name="TwoLetterISOLanguageName" serializeAs="String">
<value />
</setting>

and replace to

<setting name="TwoLetterISOLanguageName" serializeAs="String">
<value>US</value>
</setting>

cuando se inicia el juego ir a opciones, lenguaje, predeterminado esta en automatico pero lo podes cambiar a ingles, aleman, italiano... hablando de eso ya a esta altura (año 2013) me da un poco de bronca que haya juegos como por ejemplo este que este en muchos idiomas ("italiano", aleman, polaco, etc) y no en español.....
