Victoria 2 not working

I bought Victoria 2 awhile ago and ive downloaded it and tried to play it and i will get the menu where it gives me the options to check for updates, apply mods etc and i will click on Play Victoria II and the menu disappears and after that nothing happens, i've tried to clear the cache but it still won't work if someone can help me i'd be very happy.

Tried manually launching the main game executable?

yeah i have the 2 downloads and ive tried all possible ways to launch it.

There is a known problem, with Steams Victoria, in that you need to delete the 'time' file in the cache folder to get it past the train picture in the loading menu if that is the issue. Its a flaming pain and the fact this hasnt been corrected by Paradox after all this time is one of the reasons why I no longer buy any Paradox DLC for any of their games that I own. They need a kick up the arse for this one they really do..
