That is exactly how it works! And one reason for this "lame" system is to let you play with others who own stuff that you don't.
In other words - as has already been stated - as long as the host owns a campaign or challenge level etc, friends can join in without having to actually own that content. They can't select robes that they don't own, but they can still steal the weapon and staff off of the corpse of someone that does. But that would be naughty.
I hope you understand why I called it lame though. It reminds me of a certain company that sells RPG games with locked content. And we thought Bethesda's Horse Armor was a bad DLC a few years ago...
