Depends on the situation, if the frame rates are choppy during play or even issues in the menus, as well as low resolution for a built in video card or video card issues, then yes.. it is the video card or video drivers.

But that's obvious, and a good reason I have my guide, although for help to fix it. -

It can also be compatibility issues with windows 8 and 8.1, as some have that windows and can't get the game to work, and others can, especially for 64 bit, and many other reasons, although no matter what windows you have, I highly recommend everyone to check out my guide for solutions, even if you don't have problems, check out my guide for some very helpful stuff.
