Dr Cerebo, DLC later?

I stupidly blind bought the regular version of Krater (which I still like! :P) but I found I cannot buy "Dr Cerebo". When I bought the game first, both versions were the same price (or the CE was like a dollar more), am I just screwed?

Do I have to rebuy the game so I can have Dr Cerebo? I know its only like 5 bucks right now so its not really a problem, but I'm just wondering if there's plans to make him buyable (DLC or whatever) in the future?
