HL2: Ep 1 & Ep 2 stuck on 99% download on steam. (Suspended)

I was downloading some games since I formatted my pc, and the only 2 games left to download are hl2 ep 1 and 2, for some reason, both games are marked as "Suspended" and stuck on 99%

It shows 4.4 GB / 4.4 GB for ep 1 and 6.9 GB / 6.9 GB for ep2 downloaded... what makes me believe it's complete, but it's not... what should I do to fix this? Uninstall both games and start again?

Also please don't say it's my internet's fault, I haven't had any problems while downloading other games.

Right click on that game in your library and "pause" updating, then "resume" updating - this should clear the issue for you.
