HL2 only took six years though.
also another thing is what happend with tf2.
they baught team fortress and begain work on team fortress 2.
it took 9 years after being announced and 8 after the realease of team fortress clasic(which is a port of the mod for quake).that was with a dedicated team of people. now whats happening is no one is dedicated to developing it. a few people will work on it for awhile then half of them will switch to a diferent project.
In a company that lets you work on what you want (unless Gabe doesnt like it) the only reason to stop a project is if its no good. So .....
