Slow loading times, tried posted solutions, now game won't start
Before anyone says it, my hardware is fine, my drivers have been recently updated (last month was the last time I checked, and I run auto-update) and here's a list of solutions I've tried:

deleting user.lxt (no change)
running as admin (no change)
running in Win 7 compatibility, for my OS (no change)
verifying game cache (no change)
reinstalling the game files (no change)
turning the lighting up to DX 10/11 compatibility (now it crashes on launch)

Hardware/OS specs:

Windows 7 Ultimate
AMD Phenom II X6 3.3 GHz
NVidia GTX 580
Creative SB X-Fi (XtremeGamer)
16 Gb RAM
3 Tbs hard drives (Western Digital) + .5 Gb SSD

Performance-wise (because I've been monitoring it), this game actually takes up very little room for me--it uses one processor and runs at ~50% GPU load. I have the Complete mod installed. I've had the game for years without a problem.

Frankly, I'm stumped. Any solutions? I can run new games with all the bells and whistles turned on at a GPU load of ~ 30%, so I don't think it's my GPU. I ran a recent hard drive scan which didn't turn up any anomalies, though the access is just a little slow.

Delete the gamedata folder. Run the game and change to DX9 Enhanced, that always fixed the load times for me. You won't lose out on any of the effects and it runs better/loads faster too.

DX10 has been known to be horrible for CoP. The only thing DX11 adds is tessalation which you will never notice anyway, so just use what ^^he said. DX9 enhanced works great. However, Complete is buggy as no ones business. If you want a "Complete" experience, just use Atmosfear3 with the Absolute Nature and texture packs. Then use OWR2 plus the fix for guns. You will never look back.

Sorry, but you also need to turn down some graphics settings as well. Turn god rays to medium, HBAO or HSAO to medium as well. You might not think it, but CoP is a huge Vram hog and is probably capping you out. If you're not running SLI or an R9 or Titan series, I wouldn't be ramping up everything to 100. It just won't happen most times. CoP, while older, is still so hungry for Vram that it WILL shut your system down

It's not really VRAM hungry, just system RAM. A modded copy will easily eat up 2.5GB's. I only have a 1GB card and it's enough to play MISERY or just use Absolute Nature + AM3 without problems.

As I posted in the original, I ran software to see what degree to which the game was using my system--in no way was I experiencing heavy loads. Moreover, I've had this game for years without running into any particular problems with hardware use. The problems I'm having have shown up in the last week, when I attempted to replay it (for the eighth time.)

Don't use complete for CoP it's known to be very buggy across the whole stalker community. Atmosfear and upcoming Misery 2.1 would be good mods to use.

If you want to run vanilla verify your game cache or uninstall then delete the stalker CoP game directory which can be found in c/programs/steam/steamapps/common then reinstall the game in steam. Also run as administrator (from the game launcher in your directory). Also there is no reason for you to delete the gamedata folder that will potentially create more issues than fixes. That folders has scripts and anims etc in it idk why you would delete unless steam auto re/dl's the missing folder upon game launch. If you have modded the game or not my way is safer and smarter.

*explained. When uninstalling softerware a lot of the time the directory folder isnt removed/deleted so any modded files added to that directory will not be deleted when you actually uninstall that particular piece of software. And that's why I'm suggesting to you to delete the directory. When you reinstall the software in your case CoP it will be 100% fresh with a new directory.

Also the stalker games in general aren't optimal in their performance as they are all single threaded (use 1 cpu) so make sure you don't have other uneccesary programs running. I would also highly suggest you use the forums on mod db to ask further questions as the x ray engine is very delicate and buggy and the members there you will find know more. There is alot of mis information on steam forums for stalker that makes me cringe.

A few other tips I can give is to look carefully into your graphics settings for example hbao and hsao. This thread here gets straight to the point http://forums.steampowered.com/forums/archive/index.php/t-1425659.html
You want to make sure you're using the correct settings or you will experience further performance issues.

*Added (slowly remembering things). SSAO is also notorious on less high end machines for being a resource hog. AA in CoP is false as it uses an in engine custom technique which is cheaper o nthe system. CoP blurs the edges instead of actually smoothing them so having it on or off is not much of an issue.

Another thing you can do after above is add Call Of Pripyat launcher manually as a profile to your Nividea card by right clicking on your desktop and going to your nvidea control panel, afterwards revert any changed settings back to default and make sure all CoP settings are under globally controlled non altered options. But I'm very certain Complete mod is the cause of your problems, uninstalling that mod and using a better one is reccomended

Delete user.ltx (again) - that will revert the settings and you can start the game again, DX9.

What changed since the last time you played it and it worked well? Did you, by any chance, (re)install recently Complete with the Advanced option? That would make the loading times significantly longer compared to Normal or unmodified install, given the added graphic content. Installing it on your fastest drive helps here. A lot. Like about 20 seconds less on a hybrid HDD or SSD, compared to HDD.

So I uninstalled everything, reinstalled it vanilla, and tried to play it at DX9 level compatibility. Now it boots up, and everything is fine, but when I ask it to generate a new game, it freezes, then dumps me out to desktop, though the engine is still running in the background. This is pretty annoying.

Classic CoP bug, rolling back your drivers might fix the issue. But not worth it.
