Can you set all performance settings to "medium", just for testing. Did this get you 60FPS?
And, also for testing, turn off wait-for-VSync, please.
Still, your system should be able to get 60FPS on "ultra" quality, so this might be some issue with AMD driver. :-/
Also, on quad cores, CPU usage should be around ~50%, or a bit more, but this could still means that your system is GPU-bound.

Interestingly enough, if I turn the cpu settings to lowest, and then turn everything up manually, I gain about 20~fps... is there some behind the scenes options that I can't change there? oooor?
TBH I'm prolly cpu bottlenecked, I've been meaning to upgrde :I But I dunno... Especially here XD
I love the dev respone, Glad I bought it, just for that :P
Anyhow, yes, like you put it, this really could be the driver issue, or something related to driver-motherboard-PCIex stuff. :-/
Can you experiment with driver versions, please? Trying with newer and/or older drivers. Maybe this could help, I don't know... :(
Also, what about Windows background tasks. Do you have something installed and running that chokes your machine? Can you check in task manager, please?

Everytime a new driver and/or a new SS3 version is released, I update and check again, but as far as I remember, only 1 patch gave me a +1 fps boost in level 6 (that's the level I check the most for performance).
I just mean that when reporting fps issues you should always try if it's a location-specific problem or it's the same in the whole game, no matter what map and where you're facing.
I'm gonna need log files from you also, you know...? ;)
That testing rig is more powerfull, but not that mush powerfull to have ~3x faster frame rate! :-/
So, I'm confused here... maybe something is wrong with your driver for sound or mobo or, i don't know... :(

I'm not a PC "pro" But I am running most new titles at 60fps high/ultra settings (with the exception of view distance/lod/geometry type settings in big open world games) This game also is not maxing out my GPU/CPU.
I'ts a shame because it's a great game. :(
