Where are the Bonus Maps?

I have beaten the game several times. I can get to the load screen with the cake. But there are no options for Bonus Maps. I will go back and play through the game again, or play through Room 19, then restart Steam and get the cake start menu screen with no bonus maps available. I have never played them before. Anyone have any idea?
