I looked up how to get "Transmission Received", (take the radio from test chamber 00 and take it to the 1500 megawatt super colliding super button) and it doesn't do the Morse code beeping!

no. thats no it, i always see the radio green and when i take it near the button AND the door (the door is close to the button) t doesnt do anything

Yeah. If the radio's light is blue, you can't get it. This means you haven't completed the game yet (or Steam/Portal doesn't know you have), and that must be done first. If the light is red, you can. If it's green, you've already done it.
By the way, there are something like 26 other radios that have to be transported.
