Are saves kept?

I finished the game and I want to delete it. I'm pretty sure steam keeps some files in my steam folder, so that if i reinstall the game, I'll have my saves again. But the game supports cloud synchronization, so if I delete manually every file of Portal, or if I format my hard disk, will the saves be there after I reinstall the name?

Saves are not in the cloud. Settings and achievements are, however.
