hi mate
ive been experiencing the same problem ... ive contacted steam support so i will forward any fixes or information i find
im using the same os (64bit ) and have tried everything ... ran compatibility from the chaser.exe in the game folder and also tried running as administrator .....i also downloaded the 1.50 chaser patch but this isnt recommended as it applies the settings for the disk version of the game and then it asks for the cd rom ( i reverted this by verifying cache in game properties )
the odd thing is im using a relatively modern gpu ( asus GTX550ti ) but this is more than capable of running "chaser" ... its like some of these older games which say you dont have enough ram ( allthough your running 4gb or 8gb )
what amazes me is why steam sell these games knowing that most users will be using fairly modern gpu,s and quad/dual core processors .. wonder if these games are actually checked against all cpu,s and gpu,s
anyway i will post here if i discover any fixes

Hello sirs. I have the same OS, and have ran Chaser perfectly. At this points, this does not sound like a common Chaser bug, but more like a Steam incomplete download. Try to check the steamcache or redownload. Hope this works for you!
Game runs flawless here on Win7 x64 on quad-core with modern GPU.

What are your actual hardware specs?

On core i7 with ATI 7950 3GB VRAM and Win7 64bit game ran perfect. No crash. Maybe you should check something else on your system. Do you have any problems with other games or with other old games?

Same issue here. When I check game files it says one bad file and will re-download. Download "completes" with 0 bytes and crash continues. It prompted for a CD key after the first run DX set up. I guess I'll try downloading again. W7 64 i7 970 GTX 580 12 GB RAM. I've never had a game even hiccup at 1920x1080 so I'm guessing it's something failing during install.
The game will ask for CD key the first launch. Close it, and re-launch. It won't ask again unless your anti-virus is blocking registry writes.

Re-installed, allowed through firewall (as before), crash continues. It did not prompt for a CD key this time. Disabled AV. Crash

are you in the steam beta client? if yes try to opt out and try again. But I think you have an driver issue here. Do you have any problem with any other game especially old games like chaser?

Not in the beta. I tried runnong the exe directly in admin and also XP compatabilty. Crash. I installed SiN Emergence (2000?) and it runs perfectly. Bright Side:I played SiN for 2 hours. Still a fun game. Zero problems running any other game.

SIN also runs perfect on my computer. Do you have any "tuning software" like CCCleaner running on your PC? This is a common issue which destroys paths and connections within the OS.. I do not have a clue anymore. Maybe in the end it can help to build a fresh system with current drivers, steam and chaser installed. Then it MUST run :-D

Success! Deleted the videos in steam/steamapps/common/chaser/data/logos.
All is well

i am not sure but for those they have a crash try to change the resolution, i view some people use the 1900 x ???, try a more normal resolution, like i know the mode 1680 x 1050 work well on my side..., or you can try 640 x 480 to make a test..., perharp the game don't support some resolution and cause crash from video driver...
