Of course, this is due to the game mechanics and a reason to provide a challenge in each island (map - level) but in the context of the in-game setting, it doesn't make much sense.

Why AREN'T the units able to move through portals? Something to do with them being linked to the monument perhaps?

Okay, then what about the units that AREN'T summoned, such as the elves in Eloni/Leafshade or whatever that you get to control?

I read somewhere that it is only due to the powert of the Rune that the main character can travel through portals, but that doesn't make much sense when you learn of the Circle Mage using them - Okay, but they're pretty powerful but what about Vintus, the guy you rescue from Melchan on the Godswall? He follows you through the portal then runs back...

No consistency, really...
no every one can use the portals. in farlones hope you even get to see a dwarf use it... And many quest say that people come and go from one land tho the other (befor the influx of bandits and other evil doers) Also the whole oder it self uses a porltal or 2 near the end.
I understood that the portals are not instand they take time to move people throu. that is why you lose your base and monuments.

Well, if the topic lives once again...

I'd say that units are bound not to portals, but to their runes (and thus to your avatar, who holds these runes). They obey the runeholder and disappear, when separated from him/her. So when your avatar moves through the portal, all your units are unsummoned this instant. Doesn't apply to the buildings though :) Your avatar would be unsummoned too, if he woudn't have his own rune with him.

Units, that aren't summoned, will stay where they were. You may control them, if you will return to the map you've left them on.
It would indeed be amusing to, say, see someone manipulate or alter the game's files in such a way as to keep everything you made on one map stay in place and have your armies transfer to the next. Much like how in Spellforce 2, anything you made on (almost) any land would still be there. Would very much break every aspect of challenge in the game but hey, why the ♥♥♥♥ not!
