"If you have an ATI video card, then it's a driver issue. You need to update your video card driver (the Catalyst Control Center package).
Also, if you have something called "ASUS Gamer OSD" (look for it in your Control Panel under Programs and Features), you need to uninstall it because it prevents the loading of the video card drivers after a reboot, meaning that even your newly updated drivers will only work until you reboot your machine.
This issue actually affects graphical performance in all your games, it's just most noticable in SM Pirates where fps drops to unplayable slideshow levels because of it.
I can't comment on Nvidia cards, but updating drivers and removing the Gamer OSD if it's present are steps worth trying nonetheless."
