app won't close!
Once I quit the game and try to restart it, the pop-up message tells me that the app is still running when it is clearly not. Does anyone have an idea how to fix this?

I don't have that problem myself, but it's as if it's not properly closing on your computer.

Bring up your Windows Task Manager (Ctrl + Alt + Delete and select Task Manager), Processes tab, find, click on to select the Pirates exe, click the End Process button.

You also might want to try re-starting Steam. Hopefully the game should launch properly for you then.

I had the same issue (activity says I've logged 54 hours of game time) and closing the .exe file got things going again...I hope this won't be required after logging every time.
