There are no current "Map making" applications for MBA i think
But the thing you are talking about is moonbase madness or something, it's a gamemode

if you have cheat commands, first, if you havent already, press tab and then type allowcheats, then, type in MBA_MADNESS. to close cheat commands, just press tab or esc. I hope this helped!
