I assume the designers of the game wanted to go for the sense of out of "Hardsuit" experiance with the sound. It makes sense.

I fixed this by right-clicking the volume icon in the taskbar, choosing Playback devices, highlight the sound device I am using (in my case, it was Speakers - Corsair VEngeance 2000 Headset), click Configure and changed it from 7.1 Surround to Stereo. After doing this, I fired the game up and had sound in the game as normal. This might work for you.
