dann fragt dich das spiel beim starten ob du in Fullscreen spielen möchtest, klick nein.

Option 1: According to the folks at Steam.* If you have an Error 51 it means that your ClientRegistry.blob file in the Steam folder is corrupt.* Try deleting that file and Steam should redownload the correct version of that file.* This should fix your problem.

Option 2: Additionally, if you get error 51 and replacing your ClientRegistry.blob file doesn't appear to fix the problem, check your firewall software.* If the firewall software blocks some of steam's communication this can also lead to an error 51.

Error 51 seems to occur @ other games also. When you try to launch the file nested in the Steam directory [gamexecutable.exe] the common error message is "Application load error 3:0000065432". In my case for CIV4 but topics report of other games like Defencegrid with the same error.
The problem is (in my case) caused by F-Secure (or other applications that use the F-Secure deepscan engine, in my case a rebuild of F-Secure by a Dutch provider called Ziggo). I do not understand yet why it only happens with CIV3 in my case, but I probably shoud exclude the CIV folder form scanning. For now, I simply disabled the virus scanner, killed its process and voilá!
