so slayer/sniper are useless perks to your build.
theres the heave ho perk, which gives better range for thrown weapons (+2 ST for each rank). only thing i could suggest is concentrate on better criticals and more criticals... have never tried a throwing character myself.
EDIT: also pick up a nice handful of grenades
Heave ho is a useless perk because ranged weapons have limits and you can't bypass those limits even with heave ho. Not great with grenades and strength because higher strength won't let you throw grenades further, they also have strength throw limits. Ignore heave-ho, useless perk. Says right in the perk "will not bypass the weapons natural range"
Yes, slayer, etc won't work. In order for a throwing build to actually function you need NATURAL criticals, by picking up the finess perk, better criticals, more criticals, etc. Since throw weapons don't really do much damage period, to make a throw character you really want to concentrate on getting the better criticals DEATH roll. So max 35% chance to critical, get high luck (6-10 luck) and then hope you hit that head knockout roll, or eye death shot.
Throw characters are mostly a support role, you won't do any damage with throwing other than grenades, your critical shots are mostly for keeping enemies out of the fight so your companions can kill stuff, you'll want higher charisma to have some companions to actually do damage. You can often death kill stuff with shots, but you aren't going to pump out damage.
Also noted a neat trick, i think it still works, is a buggy method using flares. Get a big stack of flares, save them up. You can activate the entire stack by using them on any object then equip the stack. This lets you throw them, AND they don't disappear and you won't run out of throwing ammo. Plus, regular flares take 2 aps to throw, but lit ones take 1. Building a throw character with max aps you can chuck flares the entire battle, never run out of ammo, and at 1 aps each can easily function vs any foe in the game with head/eye shots.
I don't know if this was ever fixed in the game, but it used to work. Made a throwing character super awesome with abusing the buggy flares in the game. Sadly flares are very short range so you'll need bonus move to get close to opponents since even with high skill/perception you need to be really close to head/eye shot good.
