Give this a try, if not go into the Steam directory for fallout (Program Files>Steam>steamapps>common>fallout) and try changing the compatability of fallout.exe by right clicking>properties>compatibility. If I recall setting it to run in 256 colours can help, or try running it in older versions.

Could also try the high resolution patch, but I'm not 100% on that as I have the gog.com version, but give it a go: http://www.nma-fallout.com/forum/dload.php?action=file&file_id=1426 There should be a readme with the file.

Also if you're having trouble starting out, here's some character tips:
Perkwise: gifted is a good one, gives you a lot more points for SPECIAL, then choose another one of your choice.
SPECIAL: Agility and intelligence are good traits to stack up on, agility gives you more action points per turn and intelligence increases your skill points per level and your dialogue options with others (for a good laugh, try a playthrough with intelligence <4).
Skill wise: Tag at least 1 combat ability such as small guns, or melee and at least 1 skill for interacting. I recommend speech myself. Don't choose doctor, first aid or survivalism, they're pretty useless.

As for the start: travel East and very slightly south from Vault 13 to find Shady Sands, that's your starting area pretty much, and start talking to people there.

Good luck!

I have Windows Vista Business, and just "upgraded" my physical disc version of The Fallout Collection to the Steam version. I had the rainbow colours problem on both versions, but the solution was slightly different.

With my disc version, just setting the compatibility mode of "Falloutw.exe" to Windows 95 solved it. But, weirdly, that didn't work with the Steam version and instead caused the program to crash, complaining that it needed Windows 95 and DirectX 3.0 (or similar message).

With the Steam version of Fallout 1, setting "Falloutw.exe" to run in Windows XP SP2 compatibility mode and in 640x480 screen resolution fixed the rainbow colours problem for me.

The Steam version of Fallout 2 ran fine straight away; no tweaking necessary.

Obviously this is just for people who want to run Fallout "vanilla" without the glitched rainbow colours - if you prefer to install the HD mods, and fix it that way, then the helpful posts above have that covered.

I think i installed the HD pack and... i see no difference whatsoever. For me, its pretty vanilla as it is after the fix posted here. Cheers, it works fine (anxious to see what is what i FO2)
