I'll wait for new patch...
Be sure that you tested steam beta or if you got it that you just disabled the beta and restarted steam to patch it. I tested lots of Steam beta versions. This is an huge problem. Sometimes even the official release wont be compatible with new games. So try to switch before uninstalling steam and deleting the folder of steam.
/edit: that switching between beta and normal or backwards will reset the steam settings to working ones. Works 99%.
Also be sure that the registry for this game and the registry for Steam is not broken. The .blob hint some posts upwards is verry helpfull in that case.
Launching steam.exe will force update. Then verify RO2 game cache. It worked for me!!!
