If you can get atleast 1333Mhz, for now I'd overclock it.
Think something somewhere is being stilly on loading the files. Is it deticated ram or system ram? THere HAS to be a way to tweak it. With what you describe it sounds like it is reading textures of the HD. Which would do this. with 8gb turn off the page file and see. It will be forced to use system ram...MUCH faster. IF thats it.

Windows 8 has nothing to do with it. Hopefully, by now, you will stop putting blame onto Windows 8 for many game issues.
I have kinda his same setup, but I have 16gigs of RAM and an i7...
I have no stutter issues at all at 1920x1080 res...
Appears smooth to me. Like a normal FPS.
What kind of hard drive are you using and how old is it?
I'm using a normal ol hard drive, but it's "new" 1.5 years old...
