Steam Workshop Custom maps

I don't get it, I checked off and downloaded the custom maps from the workshop onto RO2 but then when I load up the game and join a game with one of the maps I downloaded I have to download the entire map still? What's the point of downloading the maps from the workshop if you can't use them when you join a game?
