Why does my FPS always dip? All my settings are on low. It goes from 62 FPS to 45, sometimes even lower for a few seconds!
I'm confused. I have 8GB of RAM (7.6 of which is usable). I have an Intel i5-3377u at 1.80GHz-2.7GHZ with turboboost. I have an Intel HD 4000 integrated graphics (I know, it's not great but it's still decent). The graphics card has 32 MB of dedicated graphics memory with 1789 MB total total graphics memory. I have my graphics set to High Performance, with the High Performance power plan. I've tweaked my ROengine config for maximum performance (I found the tweaks guide on steam actually). I'm running the game at 640x480 resolution (my native resolution is 1920x1080). EVERYTHING except texture quality (set at medium) is set on low or is turned off. For a couple of days, my FPS was stable and stayed between 55-63 FPS. All of a sudden, it'll usually be within that range but will occasionally dip to anywhere from 35 FPS to 7! Mind you these dips only lasts about a second or two, but it shouldn't be happening. I have decent enough hardware and everything is set at low and my system is set for high performance. I've tried using vsynch which had no negative effects towards FPS but it didn't exactly help either. I'm running Windows 8.1 64-bit. My buddy has the EXACT same processor and graphics chip as I do, and has less RAM yet he's able to achieve a stable 90-100 FPS. Is there anything I could do to prevent these terrible FPS dips?

The answer.......Intel HD 4000.

This. According to the devs, the game isn't even meant to run on integrated graphics. So it's surprising you can run the game at all, much less that well.

You'd be amazed. I can run MW2 on the same machine and my FPS is locked at 86-91 FPS in MP. And like I said, my budy plays RW on the exact same processor and graphics chip and somehow achieves 100fps! He even has less ram than I do; 4GB!
If your using vsync try turning on triple buffering. Find ROEngine. Then change UseTripleBuffering=False to UseTripleBuffering=True.
It can also be that i5 at 1.80GHz, very low speed on a heavy CPU game like this. I know Hyperboost will help but no too much. Anyway for this game is better a good CPU. My brother play it max out at 1080p in a GTX 550 TI and with a i5 750 at 2.6GHz.

Thanks to all of you for your replies. I'm well aware that my CPU is slow, and it's not the greatest. However, I'll have to make do with what I have. FBlue, I will give it a shot and report back on how it goes. For the most part I'm getting stable rates between 45-62 FPS which is very playable for me. Minus everything's turned off... (ironically higher texture levels have no effect on my performance.). Juan, I reckon you're right; 1.80GHz is slow as, but aye... gotta make do with what you aye? :P
Alright, I tried the Triple Buffering and it ended killing my FPS down to about 27-50 range. Not something I liked. I have a question though: I noticed "Use Hardware Physx" was checked, would unchecking this possibly help?
RO2 don't uses Physx. Any way I don't quite remember what does that option do. If I remember, leaving the physics to the hardware goes to the GPU and not to the CPU.

Not sure what is killing your FPS. Maybe a Windows or driver updated?
Fair enough, thanks mate. And yeah nah, my drivers are all up to date. Including my version of Windows: 8.1 (sweet as by the way, I like it). I updated my graphics driver to the lastest Intel HD 4000 driver for Windows 8.1 yesterday. I mean, I run the game pretty well (45-63 FPS is extremely playable for me). I'm just the kind of bloke who likes to tweak and gain more fps. Also, the dips are extemely annoying. Even though they're rare. They only happen for a second after a new map loads and I enter the map. After I select a role, I'm stable (usually 55--62 FPS).
Great news guys! I made some changes with my config today and I'm getting amazing as results... 55-91 FPS! :3
What are those changes buddy? It might work for others as well
Gosh, deary me, down to 35fps, how awful! I don't believe my copy even runs at 20!

One thing missing in both guides is info on how to get FPS measurements/indication.
The solution is to open game to main menu and press F3. A command prompt will show at bottom of screen. Type "stat fps 1" for indication of FPS ingame.

I've got one question though; when I was playing last night I decided to give sniping a try. So I was aiming with my scope and all of a sudden I started getting these black wave like things going across my screen. My fps was still at 55 FPS so I don't know for sure if it was a hardware problem, or simply a software glitch. This is the first and only time I've encountered this problem. I quickly disconeted from the server and tried a different one and the problem was gone.

Sure mate! :)
First off, I used the same tweks from what PvtBalderick posted but I also digged around on the internet. I discovered that setting smoothframerate to false will actually improve your FPS and also using the force no movies as well as loadtexturesupondemand helped improve the map load time. I can post my roengine.in if you like!
