There is no ping filter in the server browser, so RO2/RS also displays the servers in the US (where you'll have 150-250 ms even with fiber Internet access due to conventional routing between you and the server).
ps: heavy load or poor optimization can get an entire server to lag (not just individual players - everyone suddenly jumps at 150-250 ms). You can't do anything about it, it's up to the server owner to upgrade its latency and bandwidth plan, or up to TWI to make a new hotfix to address the issue.
If that's the case (only RO2/RS), you should check the ports regarding RO2/RS on your router, and the network settings (I'm not on my gaming computer at the moment so I can't really get into details).
There is no logical reason why RO2/RS would get more latency than other games - other than wrong network settings or your router delaying packets (for some reasons).
