Not starting up

I've been trying to fix this for 3 hours. When I press play, the picture comes up and stays there. It isn't responding. so I can't start the game. Yesterday I was able to play but not today. When I click on the rising storm logo it opens up this rectangle box that says Unreal Engine 3 has stopped responding.
