is Rising Storm/Red Orchestra 2 Multiplayer like a bundle? does it include both rising storm and red orchestra 2? would really like to know.

Rising Storm includes all multi-player content from Red Orchestra 2. If you buy just Red Orchestra 2 you get the single-player campaign, but only limited access to Rising Storm. Unless you want the RO2 single-player (which most people don't care about), Rising Storm is all you need to buy to play both.

They both seem equally active to me, and some servers run maps from both, so you can actually end up switching between war theatres from match to match. Unless you have absolutely no interest in Rising Storm, definitely get that and you'll have access to both.
