Do the commander and squad leader level up at the same time?

All classes level seperately. You get class levels and honor levels.
Honor levels affect how high your class level can go, and the higher level your class, the tougher/better/faster your soldier is in combat.
These levels stack with weapon levels as they're meant to benefit from each other.
