Looking at the unranked list right now. 28 servers and every server is empty except one that has a single person playing. This sucks.
And no, it's not because the custom maps sucks, it's just because people can't be bothered to download those :/
Good idea is to either download the custom maps beforehand:

OR after downloading a custom through a server (so you wouldn't have to redownload it after your RO2/RS cache is cleared), you can use RO2 Cache Extractor to prevent this and make your map file permanent:

(I think Kisho already promoted our event above and by "9th infantry division" he actually meant "29th Infantry Division" :D)
Tripwire needs to stop relying upon third parties to do their job for them. From maps to hosting servers, Tripwire needs to pull its thumb out and manage its own game.
Tig, I agree on part of what you are saying. It would be nice for Tripwire to create some new first party content, but I wouldnt complain about new community maps. Community content does a lot for many games. Though I don't have enough experience with RO2 custom maps to know if they suck.
