Yes, there is Action Mode which does the above (as well as removed free aim so your weapon is always fixed to the centre of the screen)
There is also Fire Fight game mode, which is a Team Deathmatch game mode.... both of these together are perfect for new players to get familiar with the weapons, classes and the maps for Fire Fight are reduced in playing area (smaller) so you can't get as lost.
Try and find an empty server that has voting enabled and vote for a FF map like FF-Apartments or FF-Barracks.... they're small enough for just shooting each other and having some fun.
He could also load up a Workshop match against bots with his own desired map (Fire Fight) desired game level (Action) and pick however many bots he wants to shoot at..... great for practice..... just set those bots to an easy level so they don't snap shot you in the brain in half a second.

too many servers have instant kill feeds which ♥♥♥♥♥ sucks. There are times where you dont know if you killed that guy or not, but the kill feed tells you. ♥♥♥♥ that ♥♥♥♥
Yup... empty servers with bots are good to jump into with your friends when everybody is new (or most are new) You can pick whatever class you want and play it as long as you want to learn their strengths and weaknesses without having to worry about other players getting all uppity and PO'd that you took their class or aren't doing as well as they think you should.
There aren't too many servers that host Action Mode and most players vote for Territory matches, but there are some out there that have the Fire Fight maps available for voting.
They help teach the basics of the weapons, classes, cover system, etc more than the basic training missions in the game.
But as others have already mentioned, a similar method of introducing new players to the game already exists.

This game is truly selective. If you don't like to die a lot in the first game, the game is not for you basically.
