Odd issue,, Steam always try to install Microsoft Net framework 2.5 / 3.0

Although the game still boots if I skip it, it takes considerably long to boot the game
Net Framework will not install ,

It might depend on the free space you might have.

is over 200 gb of free space on system Drive
Maybe Microsoft Features is just being rubbish atm. It must be installed or else game would not boot?
