Anyone know why its not a part of the complete collection pack?

Because this is "Lara Croft" and not the branded franchise "Tomb Raider". It's a spin-off of Tomb Raider mixed with other gaming genre mechanics. But the overall reason why this game is not included in the collection is because technically this is not a Tomb Raider branded game.
