If you are on wireless connection to your home there is not a great deal we can help you with. But, if you are wired to the home and wireles from the modem/router; you need to get a CAT5 Ethernet cable to connect directly to the modem/router.
You can also try this (Windows 7) : -
Go to ~ Control Panel\Network and Internet\Network and Sharing Center.
Look for "Local Area Connection" and click on it, this brings up "Local Area Connection Status", click on the "Properties" Button then highlight "Internet Protocol Version 4 (TCP/IPv4)" then click on the "Configure" button.
In the popup select the "Advanced" tab. Scroll down the list and find "Speed & Duplex", hilight it and you will see the Value on the right. This is Auto Negotiation by default, cick on the list button and select 100 Mbps Full Duplex. Then click ok and close all of the windows that were opened by this process.
Now run TCP Optimizer.
