Please try the following:

1) Go to C:\Users\YOURUSERNAME\AppData\Roaming\The Creative Assembly\Shogun2 (You may have to enable “Show Hidden Files” in Windows Explorer in order to see the folder)
2) Delete the following folders: (if some folders are not present, don’t worry)
- Army_setups
- Battle_preferences
- Fx_cache
- Ui_Cache
- Scripts
3) Right click on the Steam icon in Windows toolbar and exit Steam
4) Go to C:\Program Files\Steam and delete the following files:
- AppUpdateStats.blob
- ClientRegistry.blob
5) Go to C:\Program Files (x86)\Steam\steamapps\common\total war shogun 2 and delete the shogun2.dll
6) Start Steam as an administrator (it will update) and validate Shogun 2 via Right Click on Total War: SHOGUN 2 > Properties > Local Files tab > Verify Integrity of Game Cache.

If that does not work, please create a new thread in our official Shogun 2 forums, which can be found here:

Found this at http://forums.totalwar.com/showthread.php/52716-Shogun-2-doesn-t-start/page3 posted by mindpall, and it worked for me:

"Having same trouble now. If this can possibly help, I have looked into the log folder in AppData and there is this modified.log file:

local_en_patch.pack unknown file
patch.pack unknown file
patch10.pack unknown file
patch11.pack unknown file
patch12.pack unknown file
patch13.pack unknown file
patch14.pack unknown file
patch15.pack unknown file
patch16.pack unknown file
patch17.pack unknown file
patch18.pack unknown file
patch19.pack unknown file
patch2.pack unknown file

patch21.pack unknown file
patch22.pack unknown file
patch23.pack unknown file
patch24.pack unknown file
patch3.pack unknown file
patch4.pack unknown file
patch5.pack unknown file
patch6.pack unknown file
patch7.pack unknown file
patch8.pack unknown file
patch9.pack unknown file

patch_movies.pack unknown file

shaders_patch13.pack unknown file
shaders_patch3.pack unknown file
shaders_patch4.pack unknown file
shaders_patch7.pack unknown file
shaders_patch8.pack unknown file
shaders_patch9.pack unknown file

I have tried validation in steam, first it downloaded some files, but now it pass it successfully. Also steam says: Disk usage 19783 Mb, is this correct size? Because I think something is definitely wrong if these files are unknown.
Also during install of flash player it just goes like this:
The version of Adobe Flash Player that you are trying to install is not the most current version. Blah blah blah...
And quit with error.

Upd: Guess what? After I manually have removed these files from ..\Steam\steamapps\common\Total War SHOGUN 2\data it have finally started to work."

So basically look for the log text file in the appdata for shogun, then go in and delete all the files on it.

not working for me either...
Delete everything in the data folder, and then validate the files, Steam should download 14,8 GB worth of files, and it should fix all of the problems :)

Vincent - SEGA, Dec 04 13:17 (GMT):
In this case we can only recommend a full new install of the game.

8. Select Folder Options

9. Select View

10. From Advanced Settings enable locate Hidden files and folders.

11. Select ‘Show hidden files and folders’

12. Click Ok

Next remove the Creative Assembly folder from the Roaming folder as specified below:

Mistakes can render your system unstable so be VERY careful when making any changes. If you are unsure of what to do at any stage, do not proceed and contact us for further assistance.

- Click Start

- Click Run (Windows XP) Click Start Search (Windows Vista)

- At the prompt type: REGEDIT and press Enter. The registry editor will open.
