No really if they got the work to make them speak English why not make it right?
They made kind of a good job in FoTS, old units speak Japonese, new untis English and if Im right each foreign unit speaks its language or at least have the accent
Maybe C.A. decided to not give units their native language anymore.
Perhaps its too expensive to get the voices...

I quite like it. It's more... immersion into the game that way.
Didn't most of the Romans speak/write in Greek most of the time anyway though? Like the early proper English nobles who spoke mostly French at court? To the point where some libraries were known to have a Greek/Latin split in them?
Also we don't have a full understanding of a lot of languages at that time (especially barbarian/dead languages with few/no written remains)? It'd be a bit hard for a dev team who were already under the pump to push the game out earlier than they wanted to go and implement some half-baked ~historical~ native language system into the game.
E: Unless you want to go the Age of Empires rout where the unit barks are just whatever sound bites they could come up with that sound like the culture they're trying to capture, which mostly works.
Apparently they were highly trained, with an education in other languages ;)
Otomo DLC is a DLC that can be hastily and easily made for CA. It wasn't something like FoTS, which CA pour lots of time and work.
All CA needed was a new startpos, some db works, and several dull new unit variantmodels. For an unit that does not even add new European weapons - the unit reuses Japanese Matchlock and 19th Century FoTS Sabre instead of 16th Century Straight Swords. I'm not even expecting CA would record Portuguese voiceovers for merely an half-assed unit-making.

Well, I presume they were just too lazy and stingy. They didn't even add bayonets + new animations into FotS. Guess marketing is more important than content.
