Download another mod and edit that one.
Before you know it, you can do things like give elevated towers greater range than troops on the ground, but have a base underneath the tower where they can't shoot. Lots of imaginative things, but keep in mind, the wounds in Shogun2 are a one to one ratio- so one arrow can kill one guy, unlike some of the recent Total War games.
