Can you build a star base when you do not have the metal storage to build it?
I confess, I am not playing this game right now, played a little but want the "finnished game" experience. But the last time I tried to build a star base on a mineral poor planet i didn't have the metal materials (or more correctly even the storage space for all of them) to build it. I was wonder is there an option to build over servaral turns in the works. Like upgrading blueprints.

Nope, you must create storage first, fill it up, build what you need, and later redesign it to whatever you want it to be. I suggest leaving the starting city on a planet with standard design untill you finish building cities orbitals etc, and swap out the first city to whatever you like.

Trading metals from metal rich systems helps a lot. Get trading asap. That will allow you to feed people on molten and barren worlds (taking prior you have tech to colonise them) that have usually highest mineral rates, specialize them for mineral output only (with some energy to keep it running, unless you have an energy world to supply energy, and make out maximum metal output). Big fleets and planets built up in a matter of turns if you get a good metal production set up first. Specilizing planets and trading demand/supply seems to be most effective.

Great advice! It's also best to build your starbase after the rest of the planet is set up because building a starbase enables metal from the planet to be used in building ships. Every planet in a system with a starbase contributes to the total build rate and metal from the planet can be used in building ships. So if you still need all the metal production to develop the planet, best to hold off on building the Starbase.

That said, we have had a few requests for a build queue system for infrastructure, like we have with city buildings. That's something we can definitely look into after V1.0 lands, right now I'm working hard to get V0.9 released and it should be ready any day now.
