AMD Athlon Dual Core... again they made many at difrent clocks what one do you have?
AMD Athlon64 X2 4400+ 2.2Ghz is the bare min just to run this game.
In the past I did run this game on my old system

but then I ran with 800x600 res and a few of the stats lowerd getting about 25fps at best.
Downlowd MSI Afterberner and turn on the on screen display and it will show you your gpu usage and temp to see if there is an issue there.
you can also get All CPU Meter Gadget for windows 7 and it has a graph to show your cpu and mem usage for the last min or so. you could tab out of the game when it gets laggy to see if the cpu or mem is getting used up.
I think you need a new cpu and possably the gpu if its a 4830 and your trying to run 1080 res or higher.
recomended cpu for this game is a Athlon II X4 620. Thats a 4 core 2.6Ghz cpu.
Yeah, for sure I have to change processor, unfortunately I can't afford one for now. I will check my gpu usage.
Also disabling V-Sync improves the performance a little bit.
Not really, that clock speed may be an exception. But seeing the results of cores used, it could be a problem. Depending on how the game is designed. But from what I see the game depends more on the CPU cores & clock speed, other then the actual video card or ram clock.
I bet the game runs like crap on a A8/A10 as well.
Well, it uses the CPU to push more numbers, the GPU just draws it. Usually a problem when it comes to graphics programming. AA would require a really high end graphics card. My HD 5670 which is slightly faster(From benchmarks) with the 4830 and it'd seem both the GPU and CPU usage are rather high. Even with a low resolution, the CPU usage was insane! Usually a sign of unoptimized engine design.
The gpu stess is mainly due to how many different cars are being renderd at once. Copy and paste the same car 100 times is much less gpu intence than 100 cars and no 2 are the same. When you start getting alot of diffrent cars you realy need more mem on your gpu.
Yes, but only cars that are being rendered should be active. Those that are not seen serve no purpose. The entire map updating thousands of cars, even those the player cannot see/interact with is what causes these things. 20-30 cars on screen should not be enough to cause a CPU issue like this. Thus, the engine itself has a design flaw.
However, the car's data is stored on System Memory, but the vertices in which the cars and textures are made of stays on the graphics memory. The CPU moves to many instructions from /to memory at once which causes this.
Graphics memory does have an implact on the quality of the rendering though. Which is why systems with lower end graphics card memory sizes perform better on lower resolutions.
Last time I saw a problem like this was with SR3, which streams right from your HDD not Memory.
