Was this game made in 2005?
I have all setting turned up MAX and the game still looks like garbage.

Who cares what the game looks like? The point is to have fun.
If you want "ultra-super-mega-uber-awesome grafix!1" go play Battlefield, or better yet, watch a movie.

it's got some interesting artistic choices, and a rather lightweight engine, for 2005. It's also got far fewer post-processing than most racing games these days (motion blur, color correction, etc.) I noticed the same thing when I tried playing this AFTER a few codemasters racers. If it just drives you nuts, there's always ENB and sweetFX to give it some polish. I was able to bring some color and contrast back, compared to the 'dreamy sunset' look that the art team infused this game with. Dive into your video card settings, too - it's capable of forcing things like better AA/AS, shadow filtering, etc. that can improve the look of the game beyond the original specs. Short of that, all I can tell you is that it's not the greatest LOOKING game, but it's still quite fun. looks aint everything.

No the game really does look like that. idk why Ubisoft did this but they did. I think someone made a texture pack for this, but I'm not certain.

I'm gonna assume they scaled down the graphics to ensure 60fps? I mean, it's a driving game, anything below 60 would feel sluggish as hell.

Surely it's current gen. If not, then at what point will people start calling it "current gen"? When there's a next next gen out?

Well people still call it next gen because people are still sticking to the PS3 and 360. It's still a viable gaming console for the next year or two, as stated by Sony and Microsoft, as they're still supporting these systems.
