This game has average ratings from many critics. To a certain extent, they're right. The Cartel doesn't add many new ingredients to the mix and the graphics engine is certainly not as advanced as Techland claimed it to be. Also, I feel that the game could have been a sandbox. The level of freedom of the game is very restricted to the story, which attempts to make players live in the moment, before it is either shattered by someone's death or a turn of events that brings down the villains involved, once and for all. In this respect, The Cartel is unfinished.
However, the level designs are very good. Both the main characters and the antagonists are foul mouthed and not the most likable people you're ever going to meet, but they make entertaining adversaries and the camaraderie between Ben and his collegues is admirable. The gun physics are a little off and the AI isn't very challenging, but the Cartel does manage to create an atmospheric adventure, with believeable environments and gaudy villains.
If only Techland had invested a little more money or taken a little more time to polish the Cartel, it would have been as notable as its predecessors. However, there is enough for fans of the series and of law enforecement to enjoy. The chance to play as the other protagonists offers some replay value, but only after leaving the game to let the memories of a somewhat caged environment have faded.
