First of all, do you have Steam Gold or Retail gold, and what exactly is happening? RaW definitely works with Steam Gold and Retail Gold, I have used it with both.

You are going to have to give more details than that. When is it saying "Cant' Locate App", are you trying to run RaW when you are given this error, I would assume you are running the Steam Gold since you use the word "App" which steam uses - I would point out that you did not answer my previous question, however. I am smart enough to be able to assume you are running Steam at this point, but in the future you must answer all questions, specifically the question about if you are using Retail or Steam.

did you install correctly? if not follow these steps. 1: download mod. (moddb.com search Republic At War) 2: download it. 3: while your waiting go to the WINRAR website and get WINRAR (if you dont want to buy it they have 40 day free trials) 4: open up your FoC file. 5: extract the mod using WINRAR. 6: when the extraction is done place the mods folder in your FoC directory. 7: when that is done put the setup.exe in the FoC directory. 8: when that is done start the setup. 9: select language and complete the setup. 10: if your using the steam version of this game you must go to the library, EAW gold, right click on it, properties, general, set launch options and enter this: sweaw MODPATH=Mods\Republic_At_War EXACTLY like that or it will load up normal FoC. 11: confirm the mod works and start playing! (sorry if i miss spelled anything!) If you have any further questions add me and ill guide you through it.

I have a question, I recently downloaded Republic at War and did all the things the installation guide told me to do. I copied and pasted the proper folders into my Empire at War folder in my steamapps folder, set the launch options as indicated above, and tried to launch the installer, but it says that I do not have the game and that I need to reinstall the CD and try again. What do I do?

I have not heard of that problem, but Retake Empire at War now has an in-depth guide on how to install mods! Located Here: http://retakeeaw.freeforums.org/how-to-install-mods-t17.html
Bear in mind, it is for FoC Mods, but the information applies to EaW as well.

If you do not already know of Retake Empire at War, we are an open and friendly community tyring to revive this game back to what it used to be. It is completely easy and free to sign up and requires no commitment on your part, though we would love it if you did participate in our effort. You should think about signing up there!

I have installed the mod, gone to Set Launch options (I bought the game on Steam) and typed in sweaw MODPATH=Mods\Republic_At_War EXACTLY how it should be, but it keeps launching FoC. What do I do?

you are not supposed to put in the "sweaw" part just this: MODPATH=Mods\Republic_At_War

Actually you are supposed to put the "sweaw" in the launch properties, don't know where you got this idea from.

I left out the "sweaw" part, and the mod launched perfectly.

Never attempted it without them, but still the modpath instructions the developers left in the download have the sweaw in it. Guess it works both ways then.
